Congressman Phillip Hammersley opposes the adoption of the bill, in his opinion, encroaching on the personal lives of Americans. His opponent, Thomas Reynolds, is trying to get this law passed at all costs. NSA agents kill Hammersley, who refuses to make concessions. A random video recording that recorded this murder falls into the hands of Robert Clayton Dean lawyer. Now the NSA agents are beginning to chase Dean to remove this dangerous record. Dean's life turns into a nightmare, but he does not even guess who and what for is trying to spoil his existence. But after a while Robert Dean still finds himself in the ill-fated video cassette and asks for help from the former intelligence analyst.
